The Administration Department includes the office of the Town Manager, Jay Harrington and the Town Clerk, Cathy Derby.
The Board of Trustees appoints the Town Manager whose responsibilities include enforcement of ordinances and preparation of the annual budget, along with administration and coordination of Town operations.
Jay has been Town Manager for Carbondale since 2011 in addition to more than 20 years’ experience in City and Town management of Colorado mountain communities; including, Cortez, Telluride, and Pagosa Springs. He also has experience as a Senior Planner with La Plata County in Durango. Jay earned a Bachelor’s in Environmental Studies from St. Lawrence University, and a Master's in Urban and Regional Planning (MURP) from the University of Colorado Denver.
The Town Manager appoints the Town Clerk, whose responsibilities include maintenance and guardianship of town records, along with the daily operation of town hall. The Town of Carbondale also employs a Management Analyst under the direction of the Town Manager.
The Town Clerk posts public notices, and records minutes at all Board of Trustee meetings. Other duties include the maintenance of all official documents, administration of oaths, affixations of the Town Seal to official documents, and notary services. The Town Clerk also administers, supervises, and coordinates the Town election process, maintains Town records including minute books, ordinance books, official and legal documents. The Town Clerk is responsible for the safe keeping of all official town records and documents, as well as, the necessary recording of such documents with the County Clerk.
